Annually, at least ten business days prior to the mailing of change of value notices pursuant to K.S.A. 79-1460a,and amendments thereto, the county or district appraiser shall cause to be published in the official county newspaper and on the official county appraiser’s website the results of the market study analysis as prescribed by the Director of Property Valuation of the Department of Revenue.
A study of the residential real estate market indicates there is an overall inflationary trend.
A study of the commercial/industrial real estate market indicates that the market is stable with no general upward or downward trend.
A study of the vacant property real estate market indicates that the market is stable with no general upward or downward trend.
Values on specific properties may not follow indicated trends because of changes in the property, correction of descriptive data or adjustment of value based on sales of similar properties. Some properties may increase at a greater rate, some properties may decrease or change in valuation only slightly. All real property owners will be notified of the county appraiser’s estimate of value on or prior to March1, 2026. The appeal period extends to thirty days from the mailing date.
In accordance with the provisions in K.S.A. 79-1476, the Division of Property Valuation is required to annually furnish each county the results of its study relating to changes, if any, of the use value of agricultural land. Changes can and do occur as a result of several factors including cropping practices commodity prices and production costs.
Currently agricultural land values have been established by the Division of Property Valuation and Kansas State University. Ness County will implement the agricultural land values as provided by the division of property valuation. These values are available for review within the County Appraiser’s Office.

How to Register and Ways to Vote
To vote in Ness County, you must register with the Ness County Clerk, be a citizen of the United States, and be at least 18 years old by the next general election. If you are already registered, you may check your registration status by clicking here: Voter View
You must re-register each time you change your name, your address or your party affiliation. If the Ness County Clerk's office has outdated voter information, you may be asked to vote provisionally.

Ways to Vote
Advance Voting by Mail
- Complete an Advance Voting Application. The application must be returned to the Clerk's office by the Tuesday prior to the election. A new application is required for every election (except in the case of a permanent disability or illiness which requires a different application)
- Ballots will be mailed beginning 20 days before the election.
- Ballots must be returned by 7:00 pm on Election Day. If returned by mail it must be postmarked by close of polls on Election Day. It must be in its sealed envelope with your signature on the back.
Permanent Advance Voting
- A person with a permanent illness or disability may apply at any time to the county election officer for permanent advance voting status
- Once a voter obtains permanent status, the county election officer sends the voter an advance ballot every election without the voter having to renew the application each time.
- The voter must specify the nature of the permanent disability or illness that makes it difficult or impossible for the voter to go to the regular polling place. Using 'age' or 'failing health' is not adequate.
Advance Vote in person before Election Day
- In-person voting begins 20 days before the election and continues until noon the Monday before Election Day.
- Advance voting takes place at the Ness County Courthouse, in the County Clerk's Office, at 202 W Sycamore St Ness City. An election worker will ask for photo ID and check you in.
- You may vote a paper ballot or electronically
Vote on Election Day
- At the Registration Table, state your name and address.
- Submit proper ID
- You will have the option of voting a paper ballot or electronically
Provisional Voting
- If you are required to vote provisionally because
1) your name is not in the poll books
2) your name or address is different from your registration name or address
3) you are unable to provide a government issued photo ID at the time of voting. - You will be given a paper ballot and an envelope to fill out and seal. The sealed envelope will be held by election officials pending a determination, as provided bylaw, of your qualifications to vote.

Upcoming Election Dates/Deadlines
June 1st is the deadline to file as a candidate to be on the ballot. Its also the last day to change your party affiliation to vote in the primary election.
Deadline to register to vote or update your voter registration to change address or name only to participate in the 2026 primary election.
People can begin voting in the Ness County Clerk's office from 9 am-4 pm, Monday-Friday. On August 3rd advance voting ends at Noon.
Primary Election Day. ALL BALLOTS MUST BE RECEIVED BY CLOSE OF POLLS ON ELECTION DAY.
